Mendocino County is set to increase spending on policing, imprisonment, and criminal justice by nearly $5 million next year, and $25 million may be coming in from the state for a jail expansion. But County Sheriff Thom Allman has stated that even with this infusion of cash, current rules on sentencing and imprisonment force Mendocino to warehouse a growing number of county residents in an inadequate, overcrowded jail. Dan Young reports.
